Course Overview
In accordance with the Executive Yuan’s approval on September 6, 2021, the “Globalization Strategy for the Engineering Industry (Policy White Paper) – Phase III (2022-2025)”, the Global Engineering Industry Talent Practical Training Program is designed to equip domestic enterprises with the necessary skills to secure overseas engineering projects. The program aims to cultivate internationally deployable and practically experienced professionals, enhancing the ability of domestic firms to prepare for and participate in international bidding processes.
Program Structure (2023)
For the 2023 training cycle, the program focuses on global talent needs, covering common topics, contract drafting, case studies, and internal training by leading domestic engineering firms. The program consists of six sessions, each lasting three hours, totaling 18 hours. The curriculum is divided into two stages:

General Courses
These foundational courses provide essential engineering-related knowledge for newcomers or individuals interested in overseas engineering projects. Participants will gain entry-level insights into the international market.
- Expanding Engineering English for Overseas Markets
- Practical English for International Procurement
- Practical English for Engineering Bidding
- Overview of English Contract Structures
- Analysis of Common Contract Terms
- Principles and Techniques for International Engineering Negotiations
- Differences in educational backgrounds
- Communication challenges due to cultural differences
- Goals, principles, and preparation for negotiations
- Common issues faced by Taiwanese companies in international engineering negotiations
Practical Courses
These advanced practical courses are designed for participants with a basic foundation in engineering. The training focuses on overseas business operations, international project execution, and contract management. It is recommended for professionals with at least three years of experience in related fields or those who have previously attended training programs.
- Business Opportunity Analysis and Bidding Techniques for International Organizations (Case Study: ADB Transport Engineering Projects)
- Introduction to Asian Development Bank (ADB) and types of tenders
- Methods for gathering tender information
- Analysis and evaluation of bidding documents
- Tender review process and key considerations
- Evaluation criteria and important indicators
- Strategies for Participating in Government Procurement in Indonesia, Vietnam, and Thailand
- Local culture, market characteristics, current landscape, and future trends
- Engineering environment and relevant regulations
- How to obtain government procurement information and an introduction to relevant agencies
- Explanation of bidding, tendering, and awarding processes for government projects
- Market analysis of different tendering methods, key points in bid evaluation, and pre-bid preparations
- Channels and recommendations for finding partner firms, subcontractors, intermediaries, engineers, and workers
- Legal, tax, and banking support recommendations for overseas projects
Eligibility Criteria
Target Participants for Training
The program is primarily open to professionals from the seven major export-oriented engineering teams listed in the “Globalization Strategy for the Engineering Industry (Policy White Paper) – Phase III (2022-2025)”. This includes:
- Engineering consulting firms
- Civil and electromechanical engineering firms
- Construction companies
- Surveying firms
- Architectural firms
Additionally, the program welcomes participation from:
- Companies, government agencies, associations, societies, and research institutions related to the engineering industry
- Students from relevant academic disciplines
Note:

Registration Guidelines
General Course
- An introductory course on fundamental engineering concepts, designed for newcomers or individuals interested in participating in overseas engineering projects.
- Focuses on basic knowledge required to enter international markets.
Advanced Practical Course
- A specialized hands-on training program for participants with foundational knowledge.
- Covers operating overseas offices, executing international contracts, and contract management.
- Recommended for professionals with at least three years of experience in relevant fields or those who have previously attended similar courses.
Requirements for Online Learning
(Do not register if your equipment does not meet these requirements.)
- A computer or laptop with internet access (mobile devices such as smartphones or tablets are not recommended).
- A webcam, headset, and microphone for interactive participation.
- Microsoft Teams as the required video conferencing software.
